Reflex Disknet Pro: Error: 1603 Fatal error during installation.

The Reflex Disknet Pro Server is failing to install when generating script operations for actions in the Reflex Server setup window.
symptoms

When running the installation the following error message appears: "Error 1603: Fatal Error During Installation" or "Error 1603: General Windows Installer engine error. Increase DiskSpace requirement in Setup.ini and try again."

cause

Error 1603 is a generic machine-specific issue. One or more of the following fixes may resolve the error.

solution

    1. This error is known to occur on computers that do not have enough disk space for the installation.
    2. The Temp directory is not clean.
    3. A certain file on the machine is locked. To fix this, close all applications running in the background. Reboot computer and run the installation again.
    4. If you are using Windows 95,98,ME, 2000 or NT, the Windows Installer Service may not be properly installed on the machine. Update the system with the latest Windows Installer service.
    - As a troubleshooting step to guarantee proper installation, you need to make sure that the Windows Installer Service is properly installed on your computer. Installations that are based on the Windows Installer Service require the MSI engine to be installed to ensure smooth installation. Most installations based on the Windows Installer Service automatically install the MSI engine on the computer prior to running the installation. In case of any error or other unexpected behaviour, you may need to install the MSI engine manually.
Note: Windows XP already contains Windows Installer version 2.0. Thus, you should not have to install the Windows Installer Service (MSI engine) on Windows XP.
    - Look for the file InstmsiW.exe in the same folder as setup.exe or on the CD containing the installation files. Once located, go to the Windows Installer Service by clicking on the following link:http://consumer.installshield.com/kb.asp?id=Q108201
    - If you cannot find the file: Go to Windows Installer 2.0 Redistributable for Windows NT 4.0 and 2000 by clicking on the following Microsoft link: http://www.microsoft.com/downloads/details.aspx?displaylang=en&FamilyID=4B6140F9-2D36-4977-8FA1 Click on the Continue button at the top of the page and follow instructions to install the InstmsiW.exe, to download the Windows Installer engine.
    5. On Windows NT, 2000, or XP, make sure you have administrative privileges. To confirm you have administrative privileges, select Start > Control Panel > Administrative Tools > Computer Management. In the Computer Management dialog, click on System Tools > Local Users and Groups > Users. Right-click on the username and select Properties. In the properties dialog, select the Member Of tab and ensure it states ''Administrator''.
    6. Use Microsoft Windows Installer Cleanup utility by clicking on the following link: http://support.microsoft.com/default.aspx?scid=kb;en-us;290301 to remove traces of previous installations. This utility does not remove files installed by the installation, which may need to be removed manually. Go to the following Microsoft link to download the Microsoft Windows Installer Cleanup Utility.
    Additional Information:
Another reason your installation may not run is changes to your computer caused by recent updates. For example, updates to your operating system may cause installations created prior to the update to fail. You may want to uninstall any recent updates, install your application and reinstall the update.
